{"id":1263,"date":"2022-07-07T10:09:09","date_gmt":"2022-07-07T08:09:09","guid":{"rendered":"http:\/\/www.developmentresearch.eu\/?p=1263"},"modified":"2022-07-07T10:09:09","modified_gmt":"2022-07-07T08:09:09","slug":"displaced-as-data-in-times-of-climate-crisis-the-shrieking-silence-of-disaster-displacement-in-india","status":"publish","type":"post","link":"https:\/\/www.developmentresearch.eu\/?p=1263","title":{"rendered":"Displaced as data in times of climate crisis: the shrieking silence of disaster-displacement in India"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>By Mausumi Moran Chetia<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Assam in the <a rel=\"noreferrer noopener\" href=\"https:\/\/books.google.nl\/books?hl=en&amp;lr=&amp;id=xzTSDgAAQBAJ&amp;oi=fnd&amp;pg=PP1&amp;dq=assam+northeast+india+dolly+kikon&amp;ots=mGBoboY0Qi&amp;sig=FHMymMWk6OXiEfjduISpoxk9YLg&amp;redir_esc=y#v=onepage&amp;q=assam%20northeast%20india%20dolly%20kikon&amp;f=false\" target=\"_blank\">Northeast of India<\/a> is tormented with disasters such as <a rel=\"noreferrer noopener\" href=\"http:\/\/sdmassam.nic.in\/pdf\/publication\/Flood_Hazard_Atlas2016.pdf\" target=\"_blank\">floods<\/a>, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.ias.ac.in\/article\/fulltext\/jess\/128\/08\/0211\" target=\"_blank\">riverbank erosion<\/a>, and related <a rel=\"noreferrer noopener\" href=\"https:\/\/www.internal-displacement.org\/countries\/india#:~:text=Disasters%20led%20to%20approximately%204.9,other%20forms%20of%20violence%2C%2013%2C000.\" target=\"_blank\">displacement<\/a>. <em>Baan-Khohonia, <\/em>as colloquially called, or<em> <\/em>floods-erosion are mutually related &#8211; floods can <a href=\"http:\/\/lrlr.landscapeonline.de\/Articles\/lrlr-2014-3\/download\/lrlr-2014-3BW.pdf\">increase the rate of erosion of a river\u2019s banks<\/a>, and <a rel=\"noreferrer noopener\" href=\"https:\/\/agupubs.onlinelibrary.wiley.com\/doi\/pdf\/10.1002\/2014JF003117\" target=\"_blank\">erosion in turn can lead to increased flooding<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As this is written, Assam is <a rel=\"noreferrer noopener\" href=\"https:\/\/www.youtube.com\/watch?v=btaC3JG2Gt8\" target=\"_blank\">reeling under massive disasters<\/a>, facing <a rel=\"noreferrer noopener\" href=\"https:\/\/www.theguardian.com\/world\/2022\/jun\/21\/air-of-despondency-in-assam-as-floods-submerge-entire-villages\" target=\"_blank\">floods<\/a> for the second time <a href=\"https:\/\/www.youtube.com\/watch?v=tNclYPZpUSQ\">this year<\/a>, erosion and <a href=\"https:\/\/www.ndtv.com\/india-news\/assam-floods-iit-guwahati-team-to-conduct-survey-of-flood-affected-areas-in-assam-3080935\">landslides<\/a>, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.thehindu.com\/news\/national\/other-states\/assam-flood-devastation-monsoon-brahmaputra-reason-cause\/article65549836.ece\" target=\"_blank\">aggravated<\/a> by human interventions. At its peak, close to <a href=\"https:\/\/www.youtube.com\/watch?v=pxFjsVlqV64\">5 million people were affected<\/a>, while attracting the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.telegraphindia.com\/india\/assam-floods-un-says-it-stands-ready-to-support-indian-government\/cid\/1786935\" target=\"_blank\">United Nation\u2019s support<\/a>. Official data state the <a rel=\"noreferrer noopener\" href=\"https:\/\/scroll.in\/latest\/1027104\/assam-floods-toll-rises-to-135-but-situation-improves-in-six-districts\" target=\"_blank\">death of 135 people<\/a>; and report <a rel=\"noreferrer noopener\" href=\"http:\/\/www.asdma.gov.in\/pdf\/flood_report\/2022\/Daily_Flood_Report_28.06.2022.pdf\" target=\"_blank\">176201 people<\/a> who were living in <a href=\"https:\/\/www.youtube.com\/watch?v=Em3GqtY6DrE\">relief camps<\/a> until 28<sup>th<\/sup> June, excluding people living in <a rel=\"noreferrer noopener\" href=\"https:\/\/www.aljazeera.com\/gallery\/2022\/6\/27\/photos-thousands-forced-to-leave-home-in-indias-flood-hit-assam\" target=\"_blank\">unofficial, self-made relief camps<\/a>.<\/p>\n\n\n\n<!--more-->\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Riverbank erosion: A silent disaster\u2019s unaccounted faces<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.taylorfrancis.com\/chapters\/edit\/10.4324\/9781315168432-10\/riverbank-erosion-rohmoria-siddhartha-kumar-lahiri\" target=\"_blank\" rel=\"noreferrer noopener\">Riverbank erosion<\/a> accompanies or follows floods in most cases. However, its scattered and <a href=\"https:\/\/www.taylorfrancis.com\/books\/mono\/10.4324\/9781003051565\/slow-disaster-mitul-baruah\" target=\"_blank\" rel=\"noreferrer noopener\">slow<\/a> nature makes it lesser focused in media <a href=\"https:\/\/www.academia.edu\/45019262\/Why_talk_of_the_July_floods_in_January\" target=\"_blank\" rel=\"noreferrer noopener\">compared to floods<\/a>. This in turn can be argued to invite lesser scrutiny on state machineries to perform adequately.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For instance, during the emergency periods, erosion and floods-related displaced people can both live in official relief camps.\u00a0 When the <a href=\"https:\/\/www.newindianexpress.com\/nation\/2022\/jun\/27\/assam-flood-situation-improving-as-water-level-maintains-receding-trend-22-lakh-affected-2470262.html\">floods recede<\/a> (while <a rel=\"noreferrer noopener\" href=\"https:\/\/www.thehindu.com\/news\/national\/other-states\/assam-flood-situation-worsens-due-to-incessant-rain-249-lakh-people-affected\/article65580325.ece\" target=\"_blank\">erosion<\/a> may continue), the flood-displaced people can return home, albeit facing <a rel=\"noreferrer noopener\" href=\"https:\/\/www.tandfonline.com\/doi\/pdf\/10.1080\/17441692.2020.1860247\" target=\"_blank\">heightened health and other risks<\/a>. Many have therefore lost their houses, and agricultural land to erosion and recurring floods; resulting in chronic and permanent <a rel=\"noreferrer noopener\" href=\"https:\/\/www.taylorfrancis.com\/chapters\/edit\/10.4324\/9781315556642-15\/rivers-estuaries-mitul-baruah-jenia-mukherjee\" target=\"_blank\">displacement<\/a>. This is furthered by the Indian state\u2019s differential treatment of both disasters.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Policies of rehabilitation or designing displacement?<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The Indian state\u2019s approach is incongruent to floods and erosion. Whereas flood is listed as a disaster by the State Disaster Response Fund (SDRF <a rel=\"noreferrer noopener\" href=\"https:\/\/ndmindia.mha.gov.in\/response-fund\" target=\"_blank\">2015<\/a>) which is used for relief distribution, erosion is <a rel=\"noreferrer noopener\" href=\"https:\/\/ndmindia.mha.gov.in\/response-fund\" target=\"_blank\">not<\/a>. Erosion, however, is recognised as a local disaster for Assam. January 2020<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Recently, dedicated policies have come to place to <a href=\"https:\/\/ndma.gov.in\/sites\/default\/files\/PDF\/Reports\/Erosion_Proceedings%2026-8-2021.pdf\">design resettlement of displaced people affected by coastal and river erosion in India<\/a>, in the face of climate adversities. Discouragingly though, many limitations remain unaddressed in<a rel=\"noreferrer noopener\" href=\"http:\/\/sdmassam.nic.in\/download\/notification.pdf\" target=\"_blank\">&nbsp;such an important policy (2020) of Assam<\/a>: First, legal ownership of (eroded) land is an essential criterion for eligibility, land ownership itself being a <a rel=\"noreferrer noopener\" href=\"https:\/\/scholarlypublications.universiteitleiden.nl\/access\/item%3A3134925\/view\" target=\"_blank\">contested<\/a> issue in Assam and in Northeast India. <a href=\"https:\/\/eur.on.worldcat.org\/atoztitles\/link?sid=google&amp;auinit=TK&amp;aulast=Singh&amp;atitle=Understanding+underdevelopment:+State+of+economy+in+the+Northeast+1&amp;id=doi:10.4324\/9780429489877-44\" target=\"_blank\" rel=\"noreferrer noopener\">Colonial cartographic exercises<\/a>, especially for the <a href=\"https:\/\/eur.on.worldcat.org\/atoztitles\/link?sid=google&amp;auinit=TK&amp;aulast=Singh&amp;atitle=Understanding+underdevelopment:+State+of+economy+in+the+Northeast+1&amp;id=doi:10.4324\/9780429489877-44\" target=\"_blank\" rel=\"noreferrer noopener\">tea industry<\/a>, followed by multiple <a href=\"https:\/\/books.google.nl\/books?hl=en&amp;lr=&amp;id=8k-irMMTnywC&amp;oi=fnd&amp;pg=PR7&amp;dq=sanjeeb+baruah&amp;ots=BC3jOlTQ8X&amp;sig=ebJPl7c9zNqUpQC2bhrjJjBtPJI&amp;redir_esc=y#v=onepage&amp;q=sanjeeb%20baruah&amp;f=false\" target=\"_blank\" rel=\"noreferrer noopener\">reorganisations of contemporary Northeast India<\/a>, are agued to have led to <a href=\"http:\/\/insoso.org\/images\/pdfs\/Walter_Fernandes_3.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">land alienation<\/a> and <a href=\"https:\/\/heinonline.org\/HOL\/Page?handle=hein.journals\/ijmgr15&amp;div=20&amp;g_sent=1&amp;casa_token=\" target=\"_blank\" rel=\"noreferrer noopener\">displacement<\/a> of many ethnic groups to hills and near banks of rivers. Thus, they are <a href=\"https:\/\/www.preventionweb.net\/news\/assam-reeling-under-floods-again-here-are-4-key-problems-faced-children\" target=\"_blank\" rel=\"noreferrer noopener\">the first and worst disaster-hit<\/a> people. Consequentially, many of them are <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3692793\" target=\"_blank\" rel=\"noreferrer noopener\">unable to show a legal relation to their eroded homes<\/a> through documental evidence; while many are termed as <a href=\"https:\/\/www.epw.in\/engage\/article\/conservation-discourse-in-assam-must-consider-sustainable-rehabilitation-plan-for-mising-tribe\" target=\"_blank\" rel=\"noreferrer noopener\">encroachers<\/a> living in government lands, despite contradictory <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/001946460704500103\" target=\"_blank\" rel=\"noreferrer noopener\">historical evidences<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, the eligibility year for erosion-affected families is 2014-2015. That is, only people displaced from that period onwards are eligible under this policy. People displaced prior to this year appear to be without legal rights and accessibility to approach the state for rehabilitation. Third, there is no mention or provision of people\u2019s temporary provision from the time of displacement until the time of rehabilitation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, although targeted policies exist, in parallel there exists a mammoth of roadblocks for erosion-affected people to actually obtain the rights.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Ad-hoc inclusion within the humanitarian-aid world<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, erosion-affected communities often tend to be excluded from long-term humanitarian aid actions such as housing reconstruction. This is due to unavailability of land unless provided by the state or the displaced persons or any other entity. The exception to this is within the Disaster Risk Reduction (DRR) framework; demonstrated by non-governmental organisations like <a href=\"http:\/\/neadsassam.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">the North-East Affected Area Development Society (NEADS)<\/a>, and others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Morigaon is one of the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.youtube.com\/watch?v=NUpDdS0u7Mk\" target=\"_blank\">worst erosion-affected and flood-prone districts<\/a>. A local women\u2019s rights organisation, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.facebook.com\/mahilamehfil\/\" target=\"_blank\">Morigaon Mahila Mehfil<\/a> (MMM), works with erosion-displaced people. Wahida Rehman who heads the organsation observes that such communities are from heterogenous ethnic, religious, and linguistic backgrounds. Mostly living in self-set up tarpaulin camps on embankments; they constitute of women, children, and elderly, as the men migrate to other towns as daily wage workers. Such families have been displaced for at least 5-10 years.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"443\" height=\"270\" src=\"https:\/\/www.developmentresearch.eu\/wp-content\/uploads\/2022\/07\/Picture6.jpg\" alt=\"\" class=\"wp-image-1272\" srcset=\"https:\/\/www.developmentresearch.eu\/wp-content\/uploads\/2022\/07\/Picture6.jpg 443w, https:\/\/www.developmentresearch.eu\/wp-content\/uploads\/2022\/07\/Picture6-300x183.jpg 300w\" sizes=\"auto, (max-width: 443px) 100vw, 443px\" \/><figcaption>Current flood-displaced people living in temporary shelters set up by themselves since the first week of June 2022, in Morigaon district | Photo courtesy: Morigaon Mahila Mehfil | 22 June 2022<\/figcaption><\/figure>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Displaced as data in times of climate crisis:<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Assam\u2019s case of erosion and related displacement strongly resembles what\u2019s happening in <a href=\"https:\/\/journals.sagepub.com\/doi\/pdf\/10.1177\/09731741221078741\" target=\"_blank\" rel=\"noreferrer noopener\">Bangladesh<\/a> &#8211; a <a href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg2\/downloads\/report\/IPCC_AR6_WGII_FinalDraft_Chapter10.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">globally recognised<\/a> issue, whereas the former is rarely discussed even within India. India\u2019s <a href=\"https:\/\/www.who.int\/india\/ministry-of-earth-sciences-releases-the-first-ever-national-forecast-report-on-climate-change\" target=\"_blank\" rel=\"noreferrer noopener\">first-ever<\/a> climate change assessment report (<a href=\"https:\/\/link.springer.com\/content\/pdf\/10.1007\/978-981-15-4327-2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2020<\/a>) does not mention riverbank erosion, although it discusses risks related-to coastal erosion. However, it does observe that the increase in floods in the Ganga-Brahmaputra basin are also <a href=\"https:\/\/link.springer.com\/content\/pdf\/10.1007\/978-981-15-4327-2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">compounded by subsidence of land<\/a> (such as erosion or landslide). Based on a <a href=\"https:\/\/www.nature.com\/articles\/s41558-021-01158-8#MOESM1\" target=\"_blank\" rel=\"noreferrer noopener\">2021 study<\/a>, <a href=\"https:\/\/www.downtoearth.org.in\/news\/natural-disasters\/it-ll-take-assam-943-years-to-protect-itself-from-floods-at-current-pace-of-adaptation-measures-83363\" target=\"_blank\" rel=\"noreferrer noopener\">Assam is argued to need nearly 943 years to protect itself from floods with its current pace of flood protection and climate adaptation measures<\/a>. Such observations in turn may indicate towards growing risks of disaster-displacement in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite this, and 24 years after the UN Guiding Principles on Internal Displacement (<a rel=\"noreferrer noopener\" href=\"https:\/\/www.unhcr.org\/43ce1cff2.pdf\" target=\"_blank\">1998<\/a>), there is no central database of permanently erosion-displaced people of Assam. What is <a rel=\"noreferrer noopener\" href=\"https:\/\/india.mongabay.com\/2019\/11\/brahmaputra-assam-river-bank-erosion\/\" target=\"_blank\">available<\/a> is <a rel=\"noreferrer noopener\" href=\"https:\/\/refugeewatchonline.wordpress.com\/2020\/08\/11\/a-brief-note-on-floods-and-erosion-in-assam-problems-without-prospects\/\" target=\"_blank\">sporadic<\/a> at best and no systematic <a rel=\"noreferrer noopener\" href=\"http:\/\/labos.ulg.ac.be\/hugo\/wp-content\/uploads\/sites\/38\/2017\/11\/The-State-of-Environmental-Migration-2013-63-73.pdf\" target=\"_blank\">data<\/a> at worst. People living through the current disasters <a rel=\"noreferrer noopener\" href=\"https:\/\/scroll.in\/article\/1026498\/like-a-scene-from-titanic-assam-residents-say-this-may-be-the-worst-flood-in-living-memory\" target=\"_blank\">believe<\/a> that <a rel=\"noreferrer noopener\" href=\"https:\/\/www.youtube.com\/watch?v=AFyDxK6UOTg\" target=\"_blank\">this flood is the worst in decades<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a rel=\"noreferrer noopener\" href=\"https:\/\/www.downtoearth.org.in\/news\/natural-disasters\/climate-change-poor-planning-why-assam-s-floods-are-getting-worse-83361\" target=\"_blank\">Locally <\/a>and <a rel=\"noreferrer noopener\" href=\"https:\/\/www.erasmusmagazine.nl\/en\/2022\/06\/17\/a-fantastic-recognition-for-my-field-of-humanitarian-studies\/\" target=\"_blank\">globally,<\/a> it is agreed that <a rel=\"noreferrer noopener\" href=\"https:\/\/time.com\/6189730\/india-bangladesh-flooding\/\" target=\"_blank\">climate change may have a role<\/a> in the current floods and erosion-displacements. Assam received <a rel=\"noreferrer noopener\" href=\"https:\/\/scroll.in\/article\/1026498\/like-a-scene-from-titanic-assam-residents-say-this-may-be-the-worst-flood-in-living-memory\" target=\"_blank\">an excess of 109% rainfall<\/a> for June 2022. Between March to May 2022, <a rel=\"noreferrer noopener\" href=\"http:\/\/hydro.imd.gov.in\/hydrometweb\/(S(dvclpv45rk5dqdzmpdzyxi2e))\/landing.aspx\" target=\"_blank\">62% above normal rainfall<\/a> occurred, which is <a rel=\"noreferrer noopener\" href=\"https:\/\/scroll.in\/article\/1024610\/in-assam-unusual-pre-monsoon-rains-and-human-activity-make-a-deadly-combination\" target=\"_blank\">the highest in 10 years<\/a>.  Equally critical though is the historical-structural context of Assam\u2019s erosions and the Indian state\u2019s handling of floods. Colonial land mapping and distribution practices, as mentioned earlier, an <a rel=\"noreferrer noopener\" href=\"https:\/\/books.google.nl\/books?hl=en&amp;lr=&amp;id=68fXDwAAQBAJ&amp;oi=fnd&amp;pg=PT6&amp;dq=The+Unquiet+River:+A+Biography+of+the+Brahmaputra+By+Arupjyoti+Saikia&amp;ots=Sj_C0PTAQp&amp;sig=j8hfQVRpmZ49vVT3jQEggYtBGao&amp;redir_esc=y#v=onepage&amp;q=The%20Unquiet%20River%3A%20A%20Biography%20of%20the%20Brahmaputra%20By%20Arupjyoti%20Saikia&amp;f=false\" target=\"_blank\">overly physical infrastructural<\/a> framework with <a rel=\"noreferrer noopener\" href=\"https:\/\/www.academia.edu\/26275381\/Jiadhal_River_Catchment_Conflicts_over_Embankment?auto=download\" target=\"_blank\">alleged mishandling of funds<\/a>, an exclusively <a rel=\"noreferrer noopener\" href=\"https:\/\/link.springer.com\/article\/10.1007\/s12685-014-0098-2\" target=\"_blank\">techno-managerial<\/a> approach and&nbsp; <a href=\"https:\/\/www.jstor.org\/stable\/27918011?seq=1\">state apathy<\/a>, can be argued as some of the cumulative <a rel=\"noreferrer noopener\" href=\"https:\/\/www.taylorfrancis.com\/books\/mono\/10.4324\/9781003051565\/slow-disaster-mitul-baruah\" target=\"_blank\">contributors<\/a> towards <a rel=\"noreferrer noopener\" href=\"https:\/\/www.taylorfrancis.com\/chapters\/edit\/10.4324\/9781003219453-14\/disaster-risk-creation-thea-dickinson-ian-burton\" target=\"_blank\">disaster risk creation<\/a> and related displacement in Assam. This absence of a people-first approach in reaching solutions and erasure of data on riverbank erosion-related displacement can lead to what is called <a href=\"https:\/\/books.google.nl\/books?id=d7SGAwAAQBAJ&amp;pg=PA30&amp;dq=blisters+on+their+feet+legal+person+samir+das&amp;hl=en&amp;sa=X&amp;ved=2ahUKEwjyz8XH2df4AhXUwQIHHZSAC0wQuwV6BAgGEAY#v=onepage&amp;q=blisters%20on%20their%20feet%20legal%20person%20samir%20das&amp;f=false\" target=\"_blank\" rel=\"noreferrer noopener\">death of a legal person<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Assam\u2019s case of erosion-related displacement, therefore, is evidence of human lives falling into the cracks of power tussles \u2013 <em>invisiblised<\/em> human lives that are getting displaced as data too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Note:<\/strong> This article gives the views of the author, not the position of the EADI Debating Development Blog or the European Association of Development Research and Training Institutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mausumi Chetia<\/strong> is a PhD Researcher with the International Institute of Social Studies at Erasmus University Rotterdam.
