{"id":593,"date":"2020-01-17T09:50:59","date_gmt":"2020-01-17T08:50:59","guid":{"rendered":"http:\/\/www.developmentresearch.eu\/?p=593"},"modified":"2020-01-29T12:17:27","modified_gmt":"2020-01-29T11:17:27","slug":"two-faces-of-the-automation-revolution","status":"publish","type":"post","link":"https:\/\/www.developmentresearch.eu\/?p=593","title":{"rendered":"Two faces of the automation revolution: impacts on working conditions of migrant labourers in the Dutch agri-food sector"},"content":{"rendered":"<p><em>by Tyler Williams, Oane Visser, Karin Astrid Siegmann and Petar Ivosevic\u00a0<\/em> |<a href=\"https:\/\/www.developmentresearch.eu\/?cat=19\" target=\"_blank\" rel=\"noopener\">EADI\/ISS Blog<\/a><a href=\"https:\/\/www.developmentresearch.eu\/?cat=19\" target=\"_blank\" rel=\"noopener\"> Series<\/a><\/p>\n<p><em><a href=\"https:\/\/issblog.nl\/2019\/02\/15\/are-we-ready-for-the-robotic-revolution-by-oane-visser-and-pieter-medendorp\/\">Rapid advances in robotics and artificial intelligence<\/a> (AI) are enabling production increases in the Dutch agri-food sector, but are also creating harsh working conditions as the sector remains dependent on manual labour, while implementing new technologies. To ensure better working conditions for migrants forming the majority of manual labourers in this sector, \u2018worker-friendly\u2019 implementation of new technologies is necessary to limit the negative effects of the automation revolution.<br \/>\n<\/em><!--more--><\/p>\n<p><strong>The \u2018Threat\u2019 of Automation?<\/strong><\/p>\n<p>Decades-old debates about the extent of job loss induced by the automation revolution were re-ignited by the seminal work of <a href=\"http:\/\/sep4u.gr\/wp-content\/uploads\/The_Future_of_Employment_ox_2013.pdf\" target=\"_blank\" rel=\"noopener\">Frey and Osborne (2013)<\/a>, who suggested large numbers of jobs would be replaced by automation. Where jobs are not lost, automation impacts labour conditions as facilities are geared towards the optimal use of new technology. Novel ICTs offer possibilities to increase labour productivity and to free workers from harsh and repetitive tasks (<a href=\"http:\/\/www.oecd.org\/els\/emp\/future-of-work\/Automation-policy-brief-2018.pdf\" target=\"_blank\" rel=\"noopener\">OECD 2018<\/a>). Yet they also enable high levels of remote, covert monitoring and measurement of work, often resulting in increased work pressure and the risk of turning workplaces into \u2018electronic sweatshops\u2019 (<a href=\"http:\/\/eprints.lse.ac.uk\/20275\/1\/%28Not%29Hanging_on_the_Telephone_Payment_systems_in_the_New_Sweatshops.pdf\" target=\"_blank\" rel=\"noopener\">Fernie and Metcalf 1998<\/a>).<\/p>\n<p>Ever since Keynes (<a href=\"http:\/\/www.econ.yale.edu\/smith\/econ116a\/keynes1.pdf\" target=\"_blank\" rel=\"noopener\">1930<\/a>) warned about \u201ctechnological unemployment\u201d in his essay \u2018Economic Possibilities for our Grandchildren\u2019, tech innovations have been eliminating jobs across sectors (e.g., in manufacturing), while simultaneously leading to the creation of new types of work (e.g., machine engineers). However, the \u2018fourth industrial revolution\u2019 (<a href=\"https:\/\/www.penguinrandomhouse.com\/books\/551710\/the-fourth-industrial-revolution-by-klaus-schwab\/\" target=\"_blank\" rel=\"noopener\">Schwab 2016<\/a>) currently taking place might differ from earlier ones: automation is accelerating, affecting a wider variety of jobs, and is now also penetrating sectors like agriculture. Likely candidates for new automation waves are \u20183D jobs\u2019 (dirty, dangerous and demeaning) which are overrepresented in agriculture and often performed by migrant workers (manual mushroom picking, for example, which is physically demanding and carries myriad other risks like respiratory issues). Therefore, this sector \u2013 understudied in research on automation \u2013 deserves attention.<\/p>\n<p><strong>Farm Robots and Migrant Workers<\/strong><\/p>\n<p>\u2018Milking robots\u2019, drones, and (semi-)automated tractors have appeared on farms in the U.S. and the EU. As the second largest exporter of agricultural products and the \u2018Silicon Valley of Agriculture\u2019 (<a href=\"https:\/\/www.nationalgeographic.com\/environment\/urban-expeditions\/food\/netherlands-agriculture-food-technology-innovation\/\" target=\"_blank\" rel=\"noopener\">Schultz 2017<\/a>), the Netherlands is at the forefront of such innovations. Yet despite this position, Dutch agriculture still depends strongly on manual labour, as the complexity and variability of nature (crops, animals, soils, and weather) have hampered automation.<\/p>\n<p>Technological innovation and the recourse to low-paid, flexible migrant labour in the Dutch agri-food sector both represent cost-saving responses to the increased market power by supermarkets (<a href=\"https:\/\/www.distrifood.nl\/food-data\/marktaandelen\" target=\"_blank\" rel=\"noopener\">Distrifood 2019<\/a>) and the financialisation of agriculture. A FNV (Federation of Dutch Trade Unions) representative asserted: \u201cEmployers see those people as machines [\u2026]. Employers need fingers, cheap fingers, if I may call it like that\u201d<a href=\"https:\/\/issblog.nl\/2020\/01\/16\/two-faces-of-the-automation-revolution-impacts-on-working-conditions-of-migrant-labourers-in-the-dutch-agri-food-sector\/#_ftn1\" name=\"_ftnref1\"><\/a>.<\/p>\n<p>However, an educated migrant workforce provides benefits to employers beyond \u2018cheap fingers\u2019. The majority of labour migrants from Central and Eastern Europe (CEE), the largest group of migrant labour workers on Dutch soil (<a href=\"https:\/\/www.cbs.nl\/en-gb\/news\/2019\/31\/immigration-up-in-first-half-of-2019\" target=\"_blank\" rel=\"noopener\">CBS 2019<\/a>), hold a post-secondary education (<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1002\/psp.1846\" target=\"_blank\" rel=\"noopener\">Snel et al 2015<\/a>: 524). As the Dutch are reluctant to do the low-paid 3D jobs, agriculture depends heavily on migrants from CEE countries, especially from Poland (<a href=\"https:\/\/www.researchgate.net\/publication\/259331036_A_'van_full_of_poles'_liquid_migration_from_Central_and_Eastern_Europe\">Engbersen et al 2010<\/a>). An estimated 30 percent of all CEE migrants in the Netherlands work in agri-food, contributing almost 2 billion euros to the country\u2019s GDP in that sector (<a href=\"https:\/\/www.abu.nl\/english\/labour-migrants\" target=\"_blank\" rel=\"noopener\">ABU 2018<\/a>).<\/p>\n<p>While technology can and does assist in and accelerate the harvesting process, this educated workforce can flexibly perform manifold tasks like identifying and communicating inconsistencies in products or processes to their supervisors, including plant illness, irregular production, etc. This makes them invaluable in improving agricultural production processes and output<a href=\"https:\/\/issblog.nl\/2020\/01\/16\/two-faces-of-the-automation-revolution-impacts-on-working-conditions-of-migrant-labourers-in-the-dutch-agri-food-sector\/#_ftn2\" name=\"_ftnref2\"><\/a>. However, their working conditions remain precarious. Consequently, grasping the impact that technological innovations have on agriculture necessitates studying transnational labour.<\/p>\n<p>To this end, ISS scholars \u2013 with the Centre for Research on Multinational Corporations (<a href=\"https:\/\/www.somo.nl\/\" target=\"_blank\" rel=\"noopener\">SOMO<\/a>) \u2013 initiated a research project titled \u2018Technological change in the agro-food sector in the Netherlands: mapping the role and responses of CEE migrant workers\u2019. So far, it has included interviews with organisations in the agri-food sector, trade unions, engineering\/labour experts, and migrant workers; this formed the basis for the MA theses of <a href=\"https:\/\/thesis.eur.nl\/pub\/46450\" target=\"_blank\" rel=\"noopener\">Petar Ivosevic<\/a> and Tyler Williams. First results were discussed during an ISS workshop with practitioners in December 2018, and a follow-up workshop will be held on 17 March 2020. In addition, two sessions on the topic will be organised at the 2020 <a href=\"https:\/\/www.eadi.org\/gc\/2020\/panels-and-sessions-eadi2020iss\/harvest-panels-eadi2020iss\/hp126-new-digital-technologies-sustainable-rural-development-and-social-justice\/\" target=\"_blank\" rel=\"noopener\">EADI Conference<\/a> taking place from 29 June to 2 July at the ISS.<\/p>\n<p><strong>Industry versus Workers<\/strong><\/p>\n<p>To date, the benefits of automation for industry and farm workers are highly unevenly distributed. For example, technologies such as (semi-)automated LED lighting allow for more crops to be grown indoors, accelerating crop growth and extending the growing season. This benefits the agricultural industry and supermarkets by leading to all-year production. It also initially improved agricultural labour conditions: workers received a more stable, year-round income and a reduction in time spent working outdoors in difficult weather conditions. However, these improvements also brought negative consequences for labourers. The workweek increased (from 40 to roughly 60 hours \u2013 occasionally 80 hours \u2013 per week), and smart LED-lighting technologies, sterile environments, and novel ways of conserving heat and humidity created harsher working conditions (cf. <a href=\"https:\/\/www.onderglas.nl\/arbeidsomstandigheden-in-de-glastuinbouw-moeten-echt-verbeteren\/\" target=\"_blank\" rel=\"noopener\">Pekkeriet<\/a> 2019).<\/p>\n<p><strong>Moving Forward<\/strong><\/p>\n<p><strong>\u00a0<\/strong>How can decent labour conditions for (migrant) farmworkers be ensured while further automation of agricultural workplaces takes place? First, further research involving (migrant) workers themselves, growers, and other practitioners is needed to inform policy. So far, <a href=\"https:\/\/www.ser.nl\/-\/media\/ser\/downloads\/engels\/2016\/people-technology-key-points.pdf\" target=\"_blank\" rel=\"noopener\">policy debates<\/a> on the future of agriculture have paid only scant attention to (migrant) workers and labour conditions. Farm labour \u2018shortages\u2019 in agriculture are often narrowly and one-sidedly discussed in terms of supposed \u2018unwillingness\u2019 to work in agriculture per se or the tendency of CEE migrants to return to their home countries where economic growth has picked up. Such a position ignores the harsh (and often insecure) working conditions or postulates them as a given. It strongly underestimates the (potential) role of \u2018worker-friendly\u2019 implementation of new technologies and decent labour conditions in shaping the quality (and attractiveness) of farm work. Support from Dutch labour unions \u2013 which have started to organise and include CEE migrant workers \u2013 could increase migrant workers\u2019 voice. Insecure, dependent work arrangements, language problems, and fragmentation of the migrant workforce have thus far impeded migrants\u2019 own collective action. Finally, food certifications in the Netherlands primarily target food safety and sustainability. Including social (labour-related) criteria would reward farms with sound labour conditions<a href=\"https:\/\/issblog.nl\/2020\/01\/16\/two-faces-of-the-automation-revolution-impacts-on-working-conditions-of-migrant-labourers-in-the-dutch-agri-food-sector\/#_ftn3\" name=\"_ftnref3\"><\/a>.<\/p>\n<p><strong><em>This article is part of a series launched by\u00a0 EADI (European Association of Development\u00a0Research and Training Institutes) and the Institute of Social Studies (ISS) in preparation for the <a href=\"https:\/\/www.eadi.org\/gc\/2020\/\" target=\"_blank\" rel=\"noopener\">2020 EADI\/ISS General Conference<\/a> \u201cSolidarity, Peace and Social Justice\u201d.
